Karnataka Geographic Information System


Karnataka - GIS (K-GIS), the concept of which was the foresight of the Government of Karnataka and the Karnataka Jnana Aayoga (KJA), is the result of the process of consultation with the line departments of the government on the vision for our entire state. It encompasses developing a broad consultation process which has enabled embedding GIS in different aspects of governance namely, planning and implementation at National/ State/ Local levels, Decision making, Monitoring Development, Identifying gaps in development, bringing responsibility and accountability in governance.


K-GIS is helping in reducing the duplication of GIS efforts in the state, removing redundancy and helping to create an authoritative GIS data entity for all agencies, enterprises and citizens. K-GIS has layers that has been organized from RS images and survey data/maps. Such data is being integrated/fused with MIS/available data records of various departments of the Government.

Soil Health Mission

The mobile application developed under the scheme Soil Health Mission for collecting soil samples in the year 2016-17 was updated and customized with important information for use in 2018-2019, by KSRSAC. It replaces analog positioning of the soil sampling location with digital positioning. It enables preloading of base map and cadastral map of the area of interest with grids for locating the points of soil sample collection. It comes with a grid map showing 10 ha grids 320 m x 320 m and 2.5 ha grids, 160 m x 160 m for rain-fed and irrigated areas of the state respectively to facilitate soil sampling.
KSRSAC cadastral and Bhoomi data Integration

KSRSAC Data: Grid Number, Survey number, Census district code, Taluk code, village code, Bhoomi district code, Taluk code, Hobli code and village code.
Bhoomi Data: Land Code, Hissa Number, Land Extent and Farmer name.
The Department of Agriculture using this technology collected soil samples, analyzed the soils, linked the farmer details and issued soil health cards

Karnataka-Watershed-Development-Project-II – Sujala III

The World Bank assisted Karnataka Watershed Development Project-II is implemented over six years from 2013 to 2019 in eleven districts of Bidar, Kalaburagi, Yadgir, Koppal, Gadag, Davanagere, Chamarajanagar, Raichur, Vijayapura, Tumkur and Chikkamagaluru in selected micro-watersheds.

In Phase one of the project, cadastral referenced micro-watershed database of 931 micro-watersheds along with base map and land use maps have been generated and delivered to the partner institutes. In Phase two Sujala III was implemented in 13 taluks, covering a total of 2937 micro-watersheds. Base map and land use maps were generated for 2937 micro-watersheds and delivered to partner institutes. Work was continued during the year to provide maps of micro watersheds, satellite images and thematic maps based on the demand of project partners.

Providing Polling Station wise Mapping & Geo-Visualization for 2018 Assembly Elections

Objectives
To geo-tag the 56696 polling station in the state and delineation of polling station limits covering 224 assembly constituencies.

The tasks include:
a) Identification and mapping of Polling station location
b) Delineation of Polling station limits.
c) Creation of state seamless database of the Polling station and jurisdiction boundary.

Karnataka Election 2018 - Mobile and Web Applications

In view of Karnataka Legislative Assembly Elections of 2018, The Chief Electoral Office envisioned the need, to create a GIS map of all the polling stations (booths) and their respective geographic boundaries for the state. Towards this endeavor, Joint CEO approached KSRSAC to map all the Polling Stations and their electoral boundaries, along with various attribute information of polling stations.They include infrastructure facilities for citizens, location information, area information, voters information, candidate information and more.

Data Collection Methodology:


  • Collection of Polling station list from EC.
  • Identification of polling stations from satellite images along with department officials. The available satellite data (CartoSAT) with KSRSAC used for mapping activities.
  • All the polling stations mapped as a points on layer at the GIS environment.
  • Each polling station point assigned the constituency code and polling station number
  • For each polling station, the boundary associated with the same was identified manually. The support of field officers of the respective town/constituency was taken by the representatives of KSRSAC.
  • The identified boundary was plotted on the GIS environment as a polygon feature.
  • Each polling station boundary polygon was attached to the constituency code and polling station number


Web Application

In order to record, map, manage, monitor and analyze the Election information a web-enabled geographic information system (GIS) was implemented. The GIS is implemented on a secure server at KSDC, the map service is hosted on a GIS Server and the MIS data was loaded onto a SQL database. The web-based GIS application uses a server/client model.

Slum Free City Mapping of selected Cities in Karnataka

Objectives
Preparation of Geo-referenced City Base Map on 1:2000 scale using high resolution Satellite Imageries, Identification and delineation of slum boundaries and slum household Footprints, Total Station Survey of Slum infrastructure and its connectivity, Integration of Spatial Data and Socio-economic (including Bio-metric) Information at Slum/City level to create GIS enabled Slum MIS.

Cities Selected
Bangalore, Belgaum, Bellary, Mangalore, Davanagere, Hubli-Dharwad, Kalaburgi, Mysore, Shimoga and Tumkur.

Summary of Work
Base maps of 10 cities at 1:2000 scale were prepared. Also, the 1063 slums and the infrastructure provided therein were mapped at 1:500 scale for drawing slum improvement plans
Mapping the slums and their infrastructure in the 10 cities such as processing and enhancement of Quick Bird images for feature extraction, collecting x, y, z data of ground control points, mapping road, water bodies, household footprints, vacant lands and landmarks in the slums using the satellite image, total station survey for mapping infrastructure at 1:500 scale and integration of Slum MIS with slum GIS for sustainable slum development

Space Based Information Support for Decentralized Planning (SIS-DP)

SIS-DP aims at generating GIS layers on 1:10000 scale on natural resources (land use/land cover, settlements, ground water prospects, water resources, road network, public utilities, communication network, health care etc.) and disseminating them to the people at grass roots level using web enabled information system, digital CD/DVD ROMs etc. It also aims at developing site-specific interactive Decision Support System (DSS) and analytical tools for local level planning.

Objectives

1. Spatial depiction of land and water resources along with their attribute information for preparation of District Resource Geospatial Atlases by keeping cadastral data as base in a virtual and seamless manner for the state and the country,
2. Development of tools and utilities (including stand alone and web based GIS applications) for providing multi-purpose user driven applications for speedy, accurate and transparent decision making for district level planning and 3. Capacity building in the state departments along with training of manpower in maintaining, updating and managing the data base for decentralized planning.


Summary Of Work
The infrastructure mapping of roads, railway lines, drainage network and canal network (1:10000 scale) was completed for the entire state of Karnataka. The thematic mapping on 1:10000 scale for land use/land cover and settlements was completed for 2815 grids. The drainage and water bodies mapping on 1:10000 scale was completed for the whole state. Legacy data was integrated district-wise and overlaid on 2.5 m resolution satellite imagery for the six districts of Bidar, Koppal, Tumkur, Shimoga, Dharwad and Bagalkote. The thematic as well as infrastructure database generated for six districts was supplied to respective Zilla Panchayat Officers for planning purpose at Gram Panchayat level

Organizing and Maintaining the MUDA-GIS and Supporting GIS for Master Planning and Administration

Mysore Urban Planning and Development Authority (MUDA), constituted primarily to promote a well-planned urban development, provide quality urban infrastructure (social and physical), ensure quality of highest order in urban areas, preserve valuable natural and manmade heritage, make available cost-effective, energy efficient, environmental friendly and affordable housing using state of the art technologies. MUDA has a Draft Master Plan 2031 which aims to go in for satellite model of growth and planning to include 117 villages in Mysore, Nanjangud and Srirangapatna taluks. The core of the development plan is the zoning and spatial regulation map, setting the guidelines for urban land use in each of the zone. The scale of Mysore's zoning regulation map is to be determined with minor alterations and several large-scale systemic changes going by the remarks and objections received.

Objectives

  • Generation and updation of GIS database for MUDA region
  • To develop and maintain a GIS Decision Support System Applications software in support of different MUDA activities
  • To maintain and operate a modern MUDA-GIS facility within MUDA.


Summary of Work
High resolution satellite imagery of the year 2013 has been procured from NRSC. Image processing of satellite data is completed. Section wise interaction to understand their functionalities and availability of data completed. DGPS survey for collecting ground control points (GCP’s) in the MUDA region is completed. Collection and organisation of existing spatial and other database is completed. Updation of MUDA GIS database is completed. Digitization of MUDA layout maps and development of MUDA GIS Apps have been completed.

Preparation of Ground Water Prospects Map under Rajiv Gandhi National Drinking Water Mission – Phase I in Karnataka

National Remote Sensing Centre (NRSC), ISRO, Dept. of Space, Govt. of India, in collaboration with partner institutions prepared ground water prospects map using remote sensing and GIS technology under Rajiv Gandhi National Drinking Water Mission (RGNDWM) project. The project was sponsored by the Department of Drinking Water Supply (DDWS), Ministry of Rural Development (MoRD), GoI. These maps are being used by the concerned state government departments for locating drinking water sources, particularly for NC/PC habitations, and also for identifying suitable sites for constructing recharge structures to improve the sustainability of the drinking water sources. It is also reported that a number of recharge structures are being constructed successfully resulting in increase of water table in the area.

Re-projection of the individual map sheets to SoI Standard State Grid,Standardization of Lithology- Landforms map for the State andThematic edge- matching.

Summary Of Work
The database provided by the NRSC was in different projections. The same was re-projected on to the individual map sheets of 1:50000 scale standard state TM grid provided by NRSC. Standardization of lithology-landforms (alpha-numeric codes) for the state was completed. The edge matching of thematic maps and state seamless digital data creation has been carried out. All the 16 layers such as Admin, Drainl, Drainp, Irrg-a, Rail, Road, Rain, Wells, Spring, WRDPP, Struc1, Struc2, Canal, Lithgeom, Setlp etc pertaining to Karnataka state (318 toposheets) has been edge matched and seamless mosaic of the state is generated in coverage (using ArcInfo workstation Module) and in shape file formats. The digital data was clipped district wise and district wise MXD created using standard Symbology supplied by the NRSC. All the data pertaining to 30 districts of the state was exported to jpg and pdf formats. All the re-projected data of the state has been submitted to the National Remote Sensing Centre, Hyderabad.

Preparation of Ground Water Quality Map under Rajiv Gandhi National Drinking Water Mission – Phase IV in Karnataka



National Remote Sensing Centre (NRSC), ISRO, Govt. of India, in collaboration with partner institutions is preparing ground water quality maps using remote sensing and GIS technology under Rajiv Gandhi National Drinking Water Mission (RGNDWM) project. The project is being sponsored by the Department of Drinking Water Supply (DDWS), Ministry of Rural Development (MoRD). The KSRSAC has been entrusted with the work pertaining to the State of Karnataka


Objectives
The objective of ground water quality mapping is to create a spatial database on ground water quality using mainly the existing point data available with DDWS, MoRD. The output spatial data is to be in the form of an additional layer showing the spatial distribution of the quality of ground water. The ground water quality information is to be provided in terms of its suitability for human consumption, i.e.1) potable, 2) permissible and 3) non-potable as per the norms of the Bureau of Indian Standards (BIS).

Chemical parameters considered for mapping
There are many dissolved minerals and organic constituents present in ground water in various concentrations. Among them, the most common elements are pH, Total Hardness, Iron, Nitrate and Fluoride and the same are considered for mapping and analysis. Table 1 shows the threshold values used for classifying concentration of the elements as per BIS Specifications of 2003.

Development of Web GIS and Geology, Mineral Atlas and Digital Processing of the Lease Applications

The Department of Mines and Geology was established with the objective of mapping geological and structural features based on which many mineral based industries have been established in the state. For accurate and efficient management of minerals, a real-time management solution is required.

Objectives

  1. 1. Lease Information System – Complete database on the existing/granted leases with information on lessees/owners. The module maintains the database of relevant records submitted by the lessee, its status and intimates the lessees on document pending or expiry date.
  2. Application processing with Digital Scrutiny – On-line submission of application for grant of lease and its processing digitally by the department officials. The module gives information on minerals, existing leases, notified/denotified area boundary and information on free area available for grant to the applicant.
  3. GIS module – This module is an integration of all the data and information on leases, administrative boundaries, forest boundary, water body etc. It has the option to do query / search for a particular feature or information.
  4. Admin module – This module has all the administrative details. Creation / deletion of users account, access rights to different modules for a user can be carried out using this module.
  5. The application is integrated with the existing e-Permit system of DMG.
  6. Provide a section-wise computerization of operations and processes.

Creation of Digital Land Record Database for the State of Karnataka (LRD)

The project was initiated with the funding support from Survey Settlement and Land Records (SSLR), Revenue Department, GoK for creating digital data base of village cadastral maps.

Objectives
The major objective is to computerize and generation of all village cadastral maps of the State of Karnataka.

Summary Of Work
The corrections carried out by the surveyors of SSLR were incorporated in the DWG files and the corrected maps were printed. The same was sent to SSLR for certification. The certified maps (31006 maps) were printed and submitted to SSLR, Revenue Department, Govt. of Karnataka. The project was completed except for a few missing maps (about 2%) which will be completed as and when these maps are supplied by the SSLR.

NRC - Land use/Land cover Change Analysis

National Land use/Land cover Change Analysis [Cycle-3] s a nationwide programme implemented through State partner institutes and monitored by NRSC/ISRO. KSRSAC produces the seamless Land use/Land cover database of Karnataka State on 1:50k scale. The updating of Land use Land cover Layer under this programme has been carried out using IRS Resourcesat-2, LISS-III data of 2008-09 and 2015-16 for change analysis.

Methodology:


The methodology involved geo-rectification of satellite data, ground truth collection, data interpretation and mapping, geodatabase generation and quality evaluation procedures. The classification system of Land use / land cover consists of 51 classes.

Summary of Work

The status of Land use / land cover in the year 2015-16 has been mapped using the IRS Resourcesat-2 LISS-III imageries. The changes analysis is in progress.

National Wasteland Change Analysis

National Wasteland Change Analysis [Cycle-3] is a nationwide programme implemented through State partner institutes and monitored by NRSC/ISRO. KSRSAC produced the seamless Wasteland database of Karnataka State on 1:50k scale. The updating of Wasteland layer under this programme has been carried out using IRS Resourcesat-2, LISS-III data of 2015-16 for change analysis.

Methodology:


The methodology involved geo-rectification of satellite data, ground truth collection, data interpretation and mapping, geodatabase generation and quality evaluation.

Summary of Work

Wasteland mapping showing the status in year 2015-16 has been completed by updating the Wasteland map generated in the year 2008-09. Area under Wastelands has increased from 15538 Km2 in 2008-09 to 16987 Km2 in 2015-16 (from 8.1% to 8.85% of the total geographical area).
